In the bowl of a stand mixer, beat butter until smooth, about 1-2 minutes.
Add sugar and beat again until fluffy, about 3-4 minutes, then add egg and vanilla extract and beat to combine.
Combine flour, salt, baking soda, baking powder, and cornstarch in a medium bowl and whisk to combine.
Gradually beat the dry mixture into the stand mixer on low speed until combine.
Tightly wrap cookie dough with plastic wrap and place in the fridge to chill for 30 minutes.
Preheat oven to 350 and spray a pizza pan with baking spray.
Take the plastic wrap off of the dough and place onto the prepared pizza pan.
Press dough into a flat disk about 3/4 - 1 inch in thickness and bake for 18 minutes.
Remove pan from the oven and let crust cool on the pan for 20 minutes.
Place the cooled pan into the fridge until cooled completely, about 30 minutes to 1 hour.
To prepare the frosting, beat together cream cheese and butter in the bowl of a stand mixer until light and creamy.
Add sifted powdered sugar and 1 tbsp. heavy cream and beat for 2-3 minutes, until combined. Add vanilla extract and remaining 1/2 tbsp. heavy cream if frosting is too thick and beat until frosting is light and fluffy.
Use an offset spatula to spread cream cheese frosting into an even layer onto the cooled crust. Add fruit in circular layers around the pizza and serve.
